A lifelong Missourian, Mr. Brown was born and raised in Mt. Vernon in Southwestern Missouri. He received his Bachelor of Science in Education specializing in Speech Communication from Southwest Missouri State University in 1982 and for the following six years taught speech, debate and theatre at Green Ridge High School, Carthage High School and State Fair Community College in Sedalia.

 

Mr. Brown received a Juris Doctor degree from the University of Missouri - Columbia School of Law in 1991 and joined Carson & Coil, P.C., a nineteen member firm located in Jefferson City, Missouri. During his 10 years with the firm, Mr. Brown became a shareholder and was elected vice-president and secretary of the corporation. Carson & Coil is primarily a litigation firm emphasizing insurance defense, family law and administrative law.

 

During his years with Carson & Coil, Mr. Brown practiced primarily in employment, administrative and constitutional law and also gained extensive experience in appellate practice, both state and federal. He handled two cases in the Missouri Supreme Court which directly prompted legislation by the General Assembly.

 

In 2001 he left Carson & Coil to begin his own law practice. Mr. Brown's current emphasis is employment, administrative and public sector law. He currently represents Lincoln University, State Technical College of Missouri and the city of Linn, Missouri.  

 

Mr. Brown served as Chair of the Administrative Law Committee of the Missouri Bar for three years and his final year coordinated the complete revision and publication of the MoBar CLE Administrative Law Attorney's Deskbook.

 Mr. Brown has testified before the General Assembly on behalf of the Missouri Bar and is a frequent writer and speaker for Missouri Bar Continuing Legal Education training programs and publications. He annually presents the Employment Law section of the MoBar Annual Law Update, one of the Bar's best attended training programs and has presented the Recent Case Law section of the Government Practice CLE, a training program directed toward attorneys employed by the state of Missouri and other public entities. Mr. Brown served as editor for the Administrative and Constitutional Law section of the Missouri Bar Courts and CLE Bulletin.

 

Mr. Brown writes and speaks frequently on legal issues. Sample publications include: Various chapters of the Administrative Law CLE Deskbook; Special Problems, Missouri Damages (Mo. Bar Supp. 1994); Best's Digest of Insurance Laws; and Confidentiality in Mediation, 1991 J. DISP. Res. 307 (1991). For many years he presented the Torts section of the Annual Law Update, one of the Missouri Bar Association's best attended programs. He regularly speaks on Library Law issues and Missouri's Sunshine Law.
